Background and Discussion:

Channel J131-00-00 is in Precinct 3 in Tomball. The project location is from Main Street to Inwood and is a buried 6 ft X 10 ft concrete culvert approximately 2000 feet long.  This project will address soil loss through existing weep holes that are believed to be the source of recurring sink holes above the culvert. The project scope includes cleaning approximately 360 existing weep holes in the underground culvert then installing Jet Filters in them to limit soil from being washed into the culvert. Pipe joints, penetrations or cracks will be sealed to further prevent soil loss. Surface sink holes above the underground culvert will then be repaired once the culvert work is completed.  An existing 60-inch storm drain outfall located just north of Inwood will be replaced and related erosion in the area repaired as part of this project. This infrastructure maintenance work will be executed as a result of the passage of the “Maintenance Matters” Proposition in November 2024.

Expected Impact:

The intent of this contract is to reduce the ongoing concern of the public regarding recurring sink holes above the buried culvert and repair existing sink holes and a failed 60 inch CMP outfall at the north end of the project site.  The recurring sink holes have been the source of public concerns and multiple repair projects over the past several years to address that concern.

Alternative Options:

The alternative is not to do the project, but that would result in continued repair of sink holes above the culvert and public concerns regarding this issue.
