Background and Discussion:

The Texas Office of the Governor’s Public Safety Office solicited applications for Specialty Court projects as defined in Chapters 121 through 130 of the Texas Government Code.  This grant funding will be used to support the Child Protective Services Prevention and Rehabilitation Court (hereby known as CPRC).  This program is designed to serve children, parents and families involved in the child welfare system due to substance use as a contributing factor to child abuse and/or neglect.

Expected Impact:

Utilizing integrated substance abuse treatment services and a comprehensive case management approach involving court appointed special advocates, case managers and a multidisciplinary team of professionals, the CPRC will provide children, youth and families intensive services and interventions which would otherwise not be received.  The CPRC will assist in the rehabilitation of individuals with substance use disorders in the processing of cases and proceedings under Title 3 and Title 5 of the Texas Family Code.  This program will protect child safety, provide permanency solutions and reduce further penetration into the child welfare and criminal justice systems.

Alternative Options:

The youth and some families who meet the CPRC target population criteria would not receive the additional counseling and drug testing, nor funding for transportation to services, and CPRC would have to continue operations without a full-time program coordinator.
