Background and Discussion:

This amendment increases the federal funding for the project by $46,890 for a total grant amount of $468,894. The project also includes Fort Bend County’s contribution of $1,000,000 through an interlocal agreement. Harris County received a Highway Safety Improvement grant from TxDOT for enhancements along Westheimer Parkway as a top priority in response to the escalating number of traffic incidents impacting businesses, residents, and school operations.

 

The Westheimer Parkway Trail Crossing Improvement Project, located in Precinct 4, includes a range of improvements, such as signage, pedestrian crosswalks, and the installation of lighting to increase visibility and enhance safety. Fort Bend County’s $1,000,000 contribution supports construction of the Westheimer Parkway Trail improvements as per the interlocal agreement approved by Commissioners Court on September 5, 2026. The project includes a 10-foot-wide shared-use path connecting Fun Fair Positive Soccer to Freedom Park, thereby strengthening regional mobility and safety.

 

 

 

Expected Impact:

The revised funding structure will allow Harris County to expedite and advance the Westheimer Parkway Trail Crossing Improvement Project by dedicating $468,894 in federal funding to the construction phase under the AFA. Accepting the awarded HSIP funding under the agreement with TxDOT enables Harris County to secure the $468,894 in federal grant funding with a total local match of $611,106 provided by Precinct 4.

 

Additionally, Fort Bend County’s previously approved $1,000,000 contribution provides substantial support to the shared-use trail connection between Fun Fair Positive Soccer and Freedom Park, enhancing regional mobility and safety for both counties. Together, these combined funding sources support pedestrian, cyclist, and traffic- calming improvements designed to reduce vehicle speeds, improve visibility, and decrease crash risk along Westheimer Parkway.

 

Alternative Options:

In the absence of the federal grant funds, the construction of the entire project would have to be funded with local funds.
