Background and Discussion:

The agreement for this project was executed in 2018 and in 2019 the project was placed on hold due to an outstanding grant application by the City of Houston; the purpose of placing the project on hold was to incorporate the anticipated actions by the City under the grant into the analysis of this study. Currently, the City is working on a PER for a subsurface detention basin, and this project will incorporate the City of Houston’s planned activities and incorporate stakeholder feedback.

The revised scope of work includes updating the study methodology to current standards that were put in place since the execution of the original agreement and developing a recommended plan for the study area.

Expected Impact:

The outcome of this project is a feasibility-level flood damage reduction plan consisting of short-term and long-term goals for the study area located south of IH 10 and east of the Beltway, including immediate actions to be further developed using available Bond Program funding. The plan will incorporate planned actions by the City of Houston and stakeholder feedback.

Alternative Options:

The alternative to executing this agreement amendment is to cancel this study.

Due to ongoing planning activities by the City of Houston and interest from the local communities that reside within the study area limits, we do not recommend delaying or canceling this project.
