Background and Discussion:
In September of 2020, Harris County Commissioners Court - acting on the recommendation of the Flood Control District, the Office of the County Engineer, the Harris County Office of Homeland Security and Emergency Management, the Harris County Toll Road Authority, the Harris County Community Services Department, and Harris County Public Health - approved the development of Harris County’s first Flood Resilience Plan to establish a vision, set goals for the future of the County, and develop actions and implementation strategies.
The Harris County Flood Resilience Plan will focus on reducing flood risk by developing strategies for flood resilience that are equitable, holistic, and aim to improve quality of life through multiple short-, mid-, and long-term actions that address the flood-related shocks and stresses experienced by Harris County communities. The Flood Resilience Plan will provide the county with a strategic vision and measurable goals or objectives for equitable flood resilience with short-, mid- and long-term actions (initiatives, policies, programs, and projects).
Expected Impact:
The Harris County Flood Resilience Plan will be a county-wide strategy to prioritize comprehensive resilience planning throughout Harris County’s essential functions to mitigate, prepare, respond, and recover from the county’s riverine, overland, and coastal flood risks.
The Harris County Flood Resilience Plan will define key performance indicators that utilize sound data, current science, best practices, feasibility considerations, community experiences, consultation with key audiences, and extensive public input.
Alternative Options:
Do not negotiate scope of work with selected consultant. Continue developing the flood resilience strategy with only the all-volunteer Community Flood Resilience Task Force and Harris County Infrastructure Resilience Team which will continue to develop slowly.
