Background and Discussion:

The 2025 White Oak Bayou Major Repairs contain two sites on either side of the Shepherd/Durham Bridges.  Both sites are complete concrete channel restoration of the low flow section to the USACE standards.  This is the first major deferred maintenance project within the Federal Section of White Oak Bayou under the Maintenance Matters Proposition.  HCFCD received four (4) bids on July 28, 2025, for this project.  The low bidder was deemed nonresponsive for submitting an incomplete form.  The recommendation is to reject the remainder of the bids as they are almost twice the amount of the engineer’s estimate of $2,400,000.00 and rebid the project.

Alternative Options:

The option to approve the next bidder would incur a $1.4 million dollar increase over the disqualified low bid.
