Background and Discussion:

Harris County participates in the Central United States Interoperability (CUSIOP) network pursuant to the Agreement Regarding Interoperability of Toll Systems and Transponders dated March 7, 2017, as amended. The E-ZPass Interagency Group (EZIOP) operates under the E-ZPass Interagency Group Second Amended and Restated Operations Agreement dated October 14, 2021, as amended.

 

The proposed Interoperability Agreement establishes the terms and conditions for interoperability between the CUSIOP Hub and the EZIOP Hub. The Agreement will allow customers of participating entities to pay tolls incurred on other participating entities' toll facilities without establishing and maintaining a separate account with each toll facility operator.

 

The Agreement establishes requirements for the exchange and processing of interoperable toll transactions, settlement of payments, transaction fees, technical connectivity, and the protection of confidential and customer account information. The Agreement also incorporates Hub Rules governing the operational and technical requirements for transactions exchanged between the CUSIOP and EZIOP Hubs.

 

Approval of the Agreement will allow Harris County, through HCTRA, to participate in interoperability between the CUSIOP and EZIOP networks in accordance with the terms and conditions established in the Agreement.

 

Expected Impact:

Approval of the Interoperability Agreement will expand toll interoperability between the CUSIOP and EZIOP networks, allowing HCTRA customers to use participating EZIOP toll facilities and enabling customers of participating EZIOP entities to use HCTRA toll facilities through their existing toll accounts. This will provide customers with greater convenience when traveling across participating toll systems while supporting the standardized exchange, processing, reconciliation, and settlement of interoperable toll transactions.

 

The Agreement will also establish consistent operational and technical requirements for transactions exchanged between the two networks, including requirements related to transaction processing, payment settlement, data exchange, and protection of customer account information.
