Background and Discussion:

Harris County intends to provide improvements to Blackhawk Boulevard from Scarsdale Boulevard to South Sam Houston Parkway East, within Precinct 2 including sidewalks, replacing damaged roadway pavement, new curb ramps, etc.

This change order is tied to PCO 1 and 2. PCO 1 is for the replacement of manhole covers to be the City of Houston with their logo. Per the Engineer of Record, we are increasing the size of the manholes from the planned 24” rings to 32” rings. This change is a result of elevation discrepancies that prevented the use of 24” rings and lids within the sidewalks. The additional cost for this change totals $32,299.53, representing 1.22 % of the total project budget and an additional time extension of 15 days. PCO 2 is for the removal of the bid item 28 from the contract for the adjustment of 24” manholes. Removal of this bid item is due to the change to 32” rings and lids. This removal results in a deduction of $19,600 representing 0.74% of the total contract. These two changes result in a net cost increase of $12,699.53, which is approximately 0.48% of the total budget and an additional time of 15 days.

The County issued the Project’s Notice to Proceed on 05/19/2025.  Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 300 days of the Notice to Proceed, or by 03/15/2026.  With this and all other prior approved change orders, the work is to be completed within 315 days of the Notice to Proceed, or by 03/30/2026.

Expected Impact:

The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives.  This change order adds $12,699.53 to the project contract amount and extends the contract duration by 15 calendar days, adjusting the project completion date to 03/30/2026.

Alternative Options:

No alternative options.

The County could elect to approve the requested task or choose to reject it. However, if not approved,
