Request for approval of Entitlement amendments to the Harris County 2020, 2021, 2023 and 2024 Annual Action Plans.

Background and Discussion:
Harris County Commissioners Court previously approved the Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG). The following HOME Funded project are being amended:
• 2020 HOME Funding:
o Project 2020-043 Single Family Affordable Housing Program de-obligate $214,089.95 in HOME PY18 funds. Total project Entitlement funding, including previously awarded amounts, will be $585,910.05.
o Deobligated funding will go to project 2024-008 to support the Single-Family Housing program activities.
• 2021 CDBG Funding:
o Project 2021-045 Harris County Single Family Affordable Housing Initiative de-obligate $1,162,581.25 in CDBG PY21 funds. Total project Entitlement funding, including previously awarded amounts, will be $2,490,794.75.
o Deobligated funding will go to project 2024-009 multi-family to support the Single-Family Housing program activities.
• 2023 CDBG Funding:
o Project 2023-005 Harris County Public Facilities and Improvements Program deobligate $1,500,000 in 2023 CDBG funds. Total project Entitlement funding, including previously awarded amounts, will be $5,198,675.60.
o This funding will go to the multi-family project to support housing project activities.
• 2024 CDBG Funding:
o Project 2024-001 Harris County Housing and Community Development-Administration.
§ Obligate up to $3,000,000.00 in CDBG Program Income. Total anticipated project Entitlement funding, including previously awarded amounts, will be $6,036,214.20.
o Project 2024-008 Harris County Housing and Community Development- Single-Family Housing Program (Countywide).
§ Obligate up to $6,00,000.00 in CDBG Program Income. Total anticipated project Entitlement funding, including previously awarded amounts, will be $9,919,731.42.
o Project 2024-009 Harris County Housing and Community Development- Multi-Family Housing Program (Countywide).
§ Obligate up to $6,000,000.00 in CDBG Program Income. Total anticipated project Entitlement funding, including previously awarded amounts, will be $6,313,670.00.
Expected Impact:
Approval is required to return unspent funds from completed project and obligate them to remaining housing project activities.
• Total amount deobligated includes $1,162,581.25 from 2021 CDBG funds.
• Total amount deobligated includes $214,089.95 from 2020 HOME funds.
• Total amount deobligated includes $521,280.00 in PY2020 HOME funds
• Total amount deobligated includes $1,500,000 in 2023 CDBG funds
Approval of this item allows Harris County Housing and Community Development Department to add funding to the 2024 Annual Action Plan to support Harris County HCHCD’s Single-Family and Multi-family housing projects.
Alternative Options:
There are no alternatives. Funds that are deobligated need to be re-allocated to active projects to meet expenditure deadlines.
