Background and Discussion:

Pine Trails Subdivision is in Northeast Harris County, Texas, Precinct 2 (redistricted from Precinct 1). The subdivision consists of approximately 525 acres and 1,800 homes. The residents have experienced structural flooding during several recent flood events. Approximately 264 homes were reported to have flooded during Hurricane Harvey. The purpose of this project is to reduce flooding for homes within the subdivision. The proposed solution includes upgrading storm sewers and adding 3 detention ponds. This contract includes construction services for the Phase 3 and 4 construction phases.

 

The change in contract includes the following:

 

The line items are adjusted to reconcile overrun, underrun quantities and add new line items on the project for completion of the proposed scope of work.

 

                     The increase of quantities on overrun line Items 5, 6, 12, 27, 29, 32, 36, 82, 97, 124, 126, 128,133 and 162 for an addition in the amount of $335,494.93 and 34 days.

 

                     The decrease of quantities on  underrun line Items 7, 8, 9, 15, 16, 17, 21, 24, 25, 28, 30, 31, 33, 40, 41, 44, 45, 46, 47, 48, 49, 50, 52, 53, 54, 55, 56, 57, 85, 90, 93, 94, 95, 98, 99, 101, 103, 104, 106, 107, 108, 109, 110, 111, 112, 119, 120, 121, 122, 123, 125, 129, 130, 131, 132, 134, 135, 136, 137, 138, 139, 140, 141, 142, 148, 150, 151, 152, 153, 154, 155, 156, 157, 158, 159, 160, 161, and 163  for a decrease in the amount of $2,088,513.98 and 0 days.

 

New Line Items:

 

                     Added new line item # 165 - “Removal of two large trees” for an addition in the amount of $8,020.00 and 2 days.

 

                     Added new line item # 166 - “Curb on sidewalk and soil restoration” for an addition in the amount of $10,824.38 and 4 days.

 

This results in a net deduction in the amount of ($1,734,174.67) and 40 calendar days.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Pine Trails Subdivision.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
