Background and Discussion:

Harris County currently owns and/or operates forty-four, underground (UST) and aboveground (AST) petroleum storage tank (PST) facilities associated with fuel stations, used oil storage, and emergency generators, that are currently registered with the Texas Commission on Environmental Quality (TCEQ) as either in-service or temporarily out-of-service; see attached exhibit. Many of these registered PST facilities have degraded systems with the potential for a release of petroleum products, are no longer utilized due to problematic or antiquated infrastructure, are in flood prone areas, or no longer meet fueling or operational demands.  A comprehensive estimate, based on current costs for engineering, environmental, and construction phase professional and contract services, for the improvements to and/or regulatory closures of the registered PST systems, is recommended to establish the basis for a long-term funding program.  Adequate funding within the annual budgets of the Precincts and various Departments which operate many of these critical PST facilities is lacking.  The Investment Estimate will prioritize the PST facilities based on the needs of the Precincts and Departments, as well as on the existing liabilities associated with the aging PST infrastructure. A preliminary study of the County owned and operated registered PSTs was completed in 2021. An updated estimate to establish a long-term PST investment program is needed, as current market prices for professional and contract services have escalated since the original 2021 study.

Expected Impact:

The Investment Estimate will provide Harris County Commissioners Court and the Office of Management and Budget with a comprehensive cost estimate of the engineering, environmental, and construction phase professional and contract services associated with improving and/or closing the aging PST infrastructure.  Utilizing the cost estimates and facility priority list, a long-range funding program can be established.

Alternative Options:

The alternative to a centralized PST investment program to address the aging infrastructure is to continue with the current strategy of funding PST improvements and/or closures within each Precinct’s or Department’s annual operational and capital improvement budgets.  However, this decentralized strategy often only addresses daily maintenance and emergency repairs, not long-term capital improvements to PST infrastructure.
