Project Description:
A training classroom will be constructed at the Sheriff and Fire Marshal’s Office (FMO’s) training facility located at 2318 Atascocita Rd, Humble TX. This training classroom will be used for in-person and hybrid training for public safety and industrial partners. The total cost of the project is estimated to be $3,850,000. This is an increase of $600,000 from the original Estimated Project Cost approved in the PIM. The intent of this request is to receive final authorization of all funding required to complete the project.
The project timeline is estimated to be completed in the first quarter of 2026. The training classroom will be 5,750 square feet, with two restrooms, a kitchen, four offices, and support space. The restrooms will be accessible from the outside of the building by all law enforcement, fire, EMS, educational entities, and industrial partners utilizing the fire and rescue training field. The training classroom will have full audio-visual capabilities for quality education delivery both in person, virtually, or in combination.

Justification & Alternatives:
We have outgrown the current available training classrooms. We are teaching or hosting over 500 classes a year. With space being a problem, the proposed training classroom is needed to meet the demand of our facilities both internally and externally to be able to continue to provide fire and life safety training for law enforcement, fire, EMS, educational entities, and industrial partners.
This project supports the following Priority Outcomes and/or Goal Areas:
• This Training Classroom will be used to teach:
o Basic to Advanced firefighting
o Rescue operations.
o Law enforcement (Active Shooter, Room and building clearing, and Swat Operations)
o Tactical trauma care
o Fire Inspector
o Fire Investigator
o Fire Officer
o Leadership Classes
• Increase the number of fire, rescue, and law enforcement tactics training classes that can be provided to law enforcement, fire, EMS, educational entities, and industrial partners.
• The success of the project can be measured through the following performance metrics:
• Increased number of fire and life safety classes taught by FMO, law enforcement, fire, EMS, educational entities, and industrial partners and other agencies.
• The number of people/students exposed to training opportunities.
The alternative is to continue with the current training facility we have; however, the current facility cannot accommodate all requests for fire and life safety classes, and this could directly impact emergency responder training.
