Request Summary (Agenda Caption):

title

Request for approval of an amendment to the Joint Processing Center interlocal agreement with the City of Houston setting a fixed fee of $8,166,666.41 for the period from March 1, 2026 to September 30, 2026.

Background and Discussion:

The County processes and houses certain arrestees from the City of Houston for a fee which is calculated using a formula derived in 2015. Based on substantial changes to the volume of City Class C inmates processed, an amended, payment of $14 million was previously approved for March 2025 through February 2026. The lower volume of City Class C inmates has continued and OMB is recommending a fifth amendment to this agreement under which the City would be charged $8,166,666.41 for the seven month period from March 1, 2026 through September 30, 2026.

Expected Impact:

Although the term is shorter (7 months vs. 12 months), the monthly revenue amount is unchanged from last year.

Alternative Options:

Continue to bill the City under the terms of the 2015 agreement.
