Background and Discussion:

The Westador Stormwater Detention Basin Project focuses on maximizing stormwater storage within approximately 27 acres of undeveloped land in the Westador subdivision, located in the Cypress Creek watershed. The site lies south of Cypress Creek (HCFCD Unit K100-00-00), west of Interstate 45, and north of FM 1960. The project is designed to enhance regional flood mitigation by efficiently utilizing available land for detention capacity.

Major work activities include extensive clearing and grubbing; excavation of approximately 408,096 cubic yards of material with off-site disposal and 19,390 cubic yards with on-site disposal; and construction of reinforced concrete box (RCB) and HDPE piping systems with associated headwalls and outfalls to Cypress Creek. Additional improvements include concrete-lined spillways, swales with interceptor structures, floatable debris screens, waterline relocation, a future trail, riprap, slope paving, access roads, maintenance ramps, grade stabilization structures, and erosion control measures. Overall, the project aims to reduce flood risk in the Cypress Creek watershed by decreasing the vulnerability of nearby streets and low-to-moderate income (LMI) structures.

Expected Impact:

The proposed Westador SWDB shows benefits over the WOP condition during all the storm

events. It removes 46 structures and 45 structure footprints from inundation during the 1% AEP or 100-year storm events.

Alternative Options:

If no actions are taken, the project would fail to meet the purpose and needs of mitigating flood risk, and the residents living in the area would continue to be affected by area flooding.
