Background and Discussion:
The Hufsmith-Kohrville Road Segment 3A project includes roadway widening and associated railroad crossing improvements. The original agreement with BNSF Railway Company covered design review, inspection, and construction costs based on 2021 rates.
In 2021, at the time of the initial agreement (approved on April 27, 2021), the total project cost approved by BNSF was $935,496. Due to revised rates and inflation adjustments, the current total cost in 2025 has increased to $1,340,097, resulting in an amendment amount difference of $404,601. Since that time, BNSF has updated its cost schedule to reflect current labor, materials, and administrative expenses. This amendment aligns the County’s agreement with the revised 2025 cost structure, ensuring continued coordination and compliance with BNSF’s construction and safety requirements for the at-grade crossing improvements.
Expected Impact:
Approval of this amendment will allow BNSF Railway Company to proceed with construction coordination and implementation of the crossing improvements necessary to accommodate the widening of Hufsmith-Kohrville Road, ensuring schedule continuity and safety compliance.
Alternative Options:
If no action is taken, the project may experience construction delays, there will be a rail gap at the utility easement, and the intended objective will not be achieved.
