Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to transfer the Mason Creek Trail Project, originally awarded through the Houston-Galveston Area Council's (H-GAC) Carryover Spend Down process, to Harris County Housing and Community Development (HCD) Department for grants management for the project, in agreement with the Office of the County Engineer for project implementation, for a total amount of $5,500,000, including a $500,000 local match from Harris County Precinct 4.
end
Background and Discussion:
The proposed project in Harris County Precinct 4 aims to extend a concrete bicycle-pedestrian trail connecting to a transit center near Grand Parkway, north of I-10. The Office of the County Engineer (OCE) is requesting that $5,000,000 in FTA funds for the Mason Creek Trail Extension Project be allocated to the HCD, Office of Transit Services Division, as the designated FTA recipient. The grant funds will be transferred through FTA funds transfer process. The HCD will manage and administer the grant in compliance with FTA regulations, with the Department of Economic Equity and Employment Opportunity (DEEO) overseeing wage-related compliance.
An interdepartmental agreement between the HCD and the OCE will outline FTA compliance and contracting responsibilities. The OCE will conduct project implementation, including procurement and construction, in accordance with FTA guidelines.
Harris County Precinct 4 will provide local contribution of $500,000 (10%) to be provided to H-GAC’s Regional Strategic Fund in exchange of 1,000,000 Transportation Development Credits towards the local match. Precinct 4 will assume responsibility for any cost overruns on the project. Additionally, the HCD and the DEEO will be reimbursed for any allocable costs incurred while managing the grant and ensuring the project's compliance with FTA guidelines.
Expected Impact:
Implementation of the Mason Creek Trail Project and increased bicycle and pedestrian access.
Alternative Options:
If the project is not transferred to requested parties, the project may be fully funded through local funds.
