Request Summary (Agenda Caption):
title
Request for approval of a landscaping maintenance agreement with Mikhail Narezkin and Jianyi Narezkin for the property at 3106 Glen Haven Boulevard, Houston, Texas 77025, Lot 14, Block 4, Southern Oaks Section 1 Subdivision (Brays Bayou Watershed, HCFCD Unit No. D100-00-00, Agreement No. 1571, Precinct 1).
end
Background and Discussion:
This Landscape Maintenance Agreement will allow Mikhail and Jianyi Narezkin to manage a Flood Control District-owned buyout lot, located on HCFCD Unit D100-00-00, Tract No. 13-831.0, in a responsible manner consistent with HCFCD’s standards. Under the agreement, Mikhail and Jianyi Narezkin will maintain the property by mowing, removing debris, performing light landscaping with approved vegetation, and applying general beautification efforts in accordance with HCFCD’s guidelines for buyout lot management. No structures or changes affecting drainage would be allowed. (Brays Bayou Watershed, Agreement No. 1571).
Expected Impact:
Mikhail and Jianyi Narezkin will improve the appearance and upkeep of the buyout lot at no additional cost to the Flood Control District, reduce Flood Control District maintenance efforts, promote community involvement, and help ensure the property remains functional as open space for flood control purposes without risk of unauthorized development or obstruction.
Alternative Options:
The alternative to approving this item would be that HCFCD could either continue maintaining the lot with Flood Control District resources, seek another maintenance partner, or provide only minimal upkeep, which could lead to overgrowth and potential neighborhood concerns.
