Background and Discussion:

The Harris County Sheriff's Office proposes the expansion of its Crime Gun Intelligence Center under the FY 2025 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative, Category I: Expansion of an Existing CGIC. The project will enhance the agency's ability to respond to firearm-related violence by improving the speed and consistency of ballistic evidence processing and the timely development of investigative leads.

 

The project will serve investigators, prosecutors, and communities impacted by violent crime, especially those experiencing recurring firearm-related incidents and fund a dedicated NIBIN Technician in acquiring a BrassTrax H4 Acquisition Station. The technician will conduct test fires, enter ballistic evidence, review correlations, and generate leads. The system will improve the speed, quality, and consistency of ballistic imaging. The previous grant period was October 1, 2022 - October 1, 2025.

 

Expected Impact:

These efforts will support a standardized workflow to ensure timely entry of eligible evidence and rapid dissemination of leads. HCSO will collaborate with federal, state, and local partners to ensure effective information sharing and follow-up. Deliverables include increased and timelier NIBIN entries and reduced lead turnaround time.

 

Expected outcomes include increased suspect identification, improved clearance rates, stronger collaboration, and a more effective response to firearm-related violence. This is an expansion grant building upon the FY22 Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative grant which will enhance the efficiency and accuracy of crime gun intelligence processing. This grant would fund a NIBIN Technician position and a BrassTrax H4 Acquisition Station. HCSO predicts that this grant will help lead to a reduction in aggravated assaults in Harris County. The grant period for this award is October 1, 2025 - September 30th 2027.

 

Alternative Options:

If we do not apply for this grant, the Sheriff’s Office would forfeit the opportunity to receive funds from the U.S. Department of Justice to expand its Crime Gun Intelligence Center program.
