Background and Discussion:

The County Clerk’s Office, Harris County Law Enforcement Agencies, and the Office of County Administration have developed a security plan for the February/March 2024 Election cycle. This plan relies on the participation of non-exempt law enforcement officers, who will be compensated for their time at the approved overtime (time-and-a-half or “z-time”) monetary hourly rate of pay. The Harris County Auditor’s Office requires Court approval in advance to authorize direct overtime compensation.

Expected Impact:

This authorization will allow for the security of personnel and equipment at central count, rally sites, and voting locations throughout the county. There is no fiscal impact at this time as existing funds have been allocated for election security purposes. Actual costs will be tracked by agencies who will be reimbursed for officer time dedicated to election security. In the event that actual costs exceed existing funds, the County Clerk’s Office would return to Commissioners Court with a request for supplemental funding.

Alternative Options:

To provide a decreased level of security for elections operations in the lead up to and during the February/March 2024 primary and primary runoff election cycle.
