Transmittal by Human Resources & Risk Management of a salary study of Constables.

Background and Discussion:

On April 23, 2024, Constable 8 submitted a request for an elected Constables salary study, and Commissioners Court directed Human Resources & Risk Management (HRRM) to evaluate and bring back to Court. HRRM subsequently surveyed the large Texas counties, and the results are as follows:

Harris County Constables’ base salary is less than both Tarrant County and Dallas County, and $4,588 less than the survey average. It should be noted that job descriptions were not available from the large Texas counties, and incentives/allowances and benefits were not evaluated. It should also be noted that a Constable’s salary is less than their Chief’s salary ($151,923) and Assistant Chief’s salary ($135,117). The last time elected official salaries were adjusted by Commissioners Court was in 2016.

Expected Impact:

Chapter 152 of the Local Government Code requires Commissioners Court to set the salary of elected officials

during the regular meeting of the budget adoption.
