title

Request by Housing and Community Development for authority to convene a hybrid property workgroup made up of designees of Commissioners Court members to create a process to identify underutilized real estate assets to recommend to Commissioners Court for the purposes of both public purpose in the furtherance of County goals and revenue generation, related to the Putting Assets to Work (PAW) Initiative, and report back by November 19, 2026.

Background and Discussion:

The Putting Assets to Work (PAW) Initiative was originally designed to strategically deploy County-owned real estate to generate revenue, support community-benefit projects, and create long-term value. As the County faces both ongoing budget constraints and demand for public-purpose projects, refining the PAW program is both timely and essential.

Since then, the PAW program continues to evolve. The pilot phase was focused on only “yield sites”.  This motion will direct HCD to lead a working group to launch “hybrid sites”, which are sites that are both for public purpose and some revenue generation.  One example of a hybrid site would be an affordable housing development that both creates affordable housing and can provide a lease payment to the HCHFC or HCPFC.

Expected Impact:

No immediate fiscal impact. In the future, a successful PAW program could generate both revenue and public benefit for generations to come. The expected impact will be based on how many sites are eventually included in the PAW program.

Alternative Options:

Taking no action would let the properties sit underutilized.
