Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to accept from the Environmental Protection Agency grant funds in the amount of $1,673,600, with a required match of $418,400, for the construction phase of the Forest Manor and Lake Houston Woodland Terrace Subdivisions Drainage Improvements project.
end
Background and Discussion:
The project is located in the Forest Manor and Lake Houston Woodland Terrace Subdivisions, in Harris County Precinct 3, located in Forest Manor Sections 1 & 2, Lake Houston Woodland Terrace, Huffman, Texas 77336, UPIN #20090MF1HA01. The proposed improvements include drainage improvements (upgraded underground storm sewer system, regraded roadside ditches to increase volume) combined with roadside improvements (pavement replacement). The mitigation for subdivision improvements will be provided by the regional detention basin designed and constructed by Harris County Flood Control District (HCFCD). The existing drainage system for the Forest Manor and Lake Houston Woodland Terrace neighborhood comprises roadside ditches, roadway culverts, and driveway culverts. There are no existing storm sewers.
Expected Impact:
The project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. Engineering support for the construction of the improvements is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to Forest Manor and Lake Houston Woodland Terrace Subdivisions, Harris County, and Federal Emergency Management Agency (FEMA).
Alternative Options:
An alternative is to take no action and risk losing federal grant funding for the subdivision drainage project. The proposed project has to be funded with entirely local funds.
