Background and Discussion:

Harris County intends to provide improvements to Blackhawk Boulevard from Scarsdale Boulevard to South Sam Houston Parkway East, within Precinct 2 including sidewalks, replacing damaged roadway pavement, new curb ramps, etc.

This change order is tied to PCO 8-Time Extension: The Blackhawk Boulevard Sidewalk Improvements project experienced schedule delays due to unforeseen site conditions, design omissions, utility conflicts, quantity overruns, public interference, and scope changes requested by the Precinct.  These issues impacted the project’s critical path and extended construction beyond the original contract duration.

Major delay drivers included the addition of ADA-compliant curb ramps and driveways not identified in the original plans, required utility adjustments, conflicts with existing gas and water lines, resident interference necessitating rework, and a Precinct-issued stop-work directive for a sidewalk segment near Bishop Park after partial construction had been completed.

These combined factors resulted in a 45-calendar-day delay.  The time extension has been reviewed and approved by OCE, the Precinct, and the Engineer of Record (EOR).  This change order grants a 45-day extension, revising the project completion date to May 14, 2026.

The County issued the Project’s Notice to Proceed on May 19, 2025.  Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 315 days of the Notice to Proceed, or by March 30, 2026.  With this and all other prior approved change orders, the work is to be completed within 360 days of the Notice to Proceed, or by May 14, 2026.

Expected Impact:

The changes add additional time to the contract, ensuring the project aligns with its originally intended objectives.  This change order adds 45 calendar days to the project contract time and no additional costs are associated with this time extension.

Alternative Options:

No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed.
