Background and Discussion:
On February 8, 2022, Commissioner’s Court approved the use of ARPA Local Fiscal Recovery funding in the amount of $20,000,000 and 20 positions effective February 12, 2022, to implement the expansion of the Lead Abatement and Prevention Program. Obtaining certified lead firms to conduct lead abatement activities for Harris County residents and child occupied facilities is essential in the implementation of the approved Lead Abatement and Prevention Program.
The Lead Abatement and Prevention Program will offer services to all qualified participants. Blood lead screenings will be offered at predetermined locations throughout the county as we collaborate with existing
HCPH clinic sites and new outreach partners in our vulnerable communities. Blood lead testing will also be performed in schools in our vulnerable and low-income communities. The overall intent of the lead testing component is to ease the transportation burden of our impacted communities as we will be bringing the services to them. If a child or pregnant woman meets or exceeds the blood lead reference value, they will be referred to the appropriate medical services to receive adequate treatment
Expected Impact:
The expected impact of the program’s efforts includes reduced exposure to lead-based paint hazards and improved health outcomes by identifying lead-based paint hazards and abating the hazard when possible. The lead remediation in homes and child-occupied facilities will also improve the quality of the family’s everyday lives.
