Background and Discussion:
On November 12, 2024, Harris County Commissioners Court approved two Master Agreements between
Harris County and:
• Bread of Life, Inc. for Bread of Life (BOL) Academy for the provision of food distribution to eligible low- to moderate-income households using $500,000 in ARPA SLFRF; and
• Magnificat Houses, Inc. for Guest Advancement Center for the provision of housing stabilization services to eligible homeless persons using $116,250 in General FLEX funds.
On August 26 & October 30, 2025, Harris County Commissioners Court approved the First Agreement Amendments between Harris County and:
• Bread of Life, Inc. for Bread of Life (BOL) Academy - to extend the time of performance through September 30, 2026, increase the project allocation with $200,000, and update the Federal Award Identification Table, the Scope of Services and revise the project budget from $500,000 to $700,000 in ARPA SLFRF.
• Magnificat Houses, Inc. for Guest Advancement Center - to extend the time of performance through May 31, 2026, increase the project allocation with $133,750, and revise the project budget from $116,250 to $250,000 in General Flex Funds.
The Second Agreement Amendments will allow for a combined decrease of $93,000 ($33,000 in ARPA SLFRF funds from Bread of Life, Inc. and $60,000 in General Flex Funds from Magnificat Houses, Inc.), thereby revising the Limitation of Appropriation for Bread of Life, Inc. from $700,000 to $667,000 in ARPA SLFRF funds and for Magnificat Houses, Inc. from $250,000 to $190,000 in General Flex Funds. The decreased funds will be reallocated to the Community-wide COVID-19 Housing Program (CCHP) project in need of additional funds for the continued provision of case management and rental assistance.
Expected Impact:
There is no additional fiscal impact on the County. The $93,000 decrease is from HCD’s unexpended CFI ARPA SLFRF and General Flex Funds and will be re-allocated to an existing HCD CCHP project.
