Background and Discussion:

Construction of 10’ wide trail along Fairmont Parkway from Armand Bayou Hike and Bike Trailhead to Red Bluff Drive, with a pedestrian bridge at Armand Bayou (B100-00-00). Proposed trail includes upgraded audio pedestrian signals, crosswalks, and ramps at signalized intersections at Center Street and Red Bluff Drive.

The change order includes the following:

-                     The need for tree removal in conflict with the pedestrian bridge was identified following discussions during the biweekly meeting. It was agreed upon that the removal of 4 trees, 2 trees on the southwest side of the channel's slope paving and two trees east of the channel. This change will add $12,480.00 and additional 3 days to the contract.

-                     The delays in project progress during the period from January 15th, 2024, to January 28th, 2024, were primarily attributed to adverse weather conditions, specifically freezing temperatures, and heavy rainfall, which hindered travel to the site, material delivery, and halted work due to wet site conditions. The extension requests for both freezing weather conditions and heavy rainfall were evaluated and approved in accordance with item 5.27. This decision was made to account for the unavoidable delays caused by the adverse weather conditions. This change will add additional 9 days to the contract.

Expected Impact:

Increase the total cost for the contract and adding additional days to the contract time.

Alternative Options:

No action will result in substandard construction.
