Background and Discussion:

The Long Play subdivision has an area of approximately 25 acres and is located in the eastern portion of Harris County. The subdivision is bisected by Long Play Lane, which intersects Garrett Lane approximately 1 mile east of Beltway 8. The Long Play Lane subdivision has experienced structural flooding during several recent flood events. The scope and proposed improvements include correcting roadside ditches and upsizing culverts. This addendum includes the study and design of the work needed on the roadside ditches along with the study and layout of a proposed trail that is being requested by Precinct 1.

Expected Impact:

By adding to the existing contract, it will allow the additional study work that is needed to ensure this project will reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to the homes in the community. This contract amendment is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Pine Trails subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund, Special Mobility Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future.

Alternative Options:

Three (3) alternative options were looked into to determine the additional scope of work necessary to meet the Pct. 1 team needs. All alternatives included modification of the roadside ditched for the layout of the proposed trail. One was selected o move forward with.
