Background and Discussion:
In December 2022, Commissioners Court established a Revolving Energy Efficiency Fund (REEF) to serve as a continuous source of funding for the implementation of utility efficiency projects. In July 2024, the Commissioners Court formally adopted the Standard Operating Procedure (SOP) for REEF, which outlines the process for identifying and tracking energy-saving projects, conducting measurement and verification (M&V), and managing the flow of funds between REEF, the utility fund, and the general fund. The SOP ensures transparency and accountability while supporting the annual reporting of verified energy savings to Commissioners Court.
The recommended FY26 REEF budget of $1,448,946 is comprised of verified savings and incentive revenues from FY25. In August 2025, Commissioners Court approved the partial transfer of $777,499 to the REEF for FY26, with the remaining verified savings to be transferred after Q1 FY26. OCA is requesting that the remaining $168,097 be transferred to the FY26 REEF budget to reach the SOP's guidance of revolving 50% of total savings back to the REEF for a total of $945,595 in the FY26 REEF budget.
The FY26 REEF budget will fund a range of strategic initiatives, including energy management services, ongoing measurement and verification of energy efficiency projects, software for identifying energy-saving opportunities, an energy management dashboard, and energy and water audits and efficiency development studies.
Expected Impact:
The transmitted budget will allow continued investment and management of energy efficiency projects and to drive additional savings in County utility bills.
Alternative Options:
If Court chooses to not adopt the transmitted budget, we would have to find alternative funding to continue the energy management service.
