Background and Discussion:

The Harris County Fire Marshal’s Office continues to prioritize a highly skilled and professional workforce capable of meeting the increasing complexity of emergency response, fire prevention, and regulatory responsibilities. In support of this objective, the Office seeks to implement a structured incentive pay program tied specifically to employee educational attainment.

This program would provide additional compensation to eligible employees who have attained or maintain qualifying degrees that directly enhance job performance and align with departmental needs. The intent is to recognize and incentivize continued academic advancement through clearly defined tiers based on education level.

Proposed incentive levels are structured as follows:

•                     Associate degree (or equivalent to 60 college credit hours): not to exceed $1,320 annually

•                     Bachelor’s Degree: not to exceed $3,180 annually

•                     Master’s or Doctorate Degree: not to exceed $4,500 annually

These amounts may be administered on a per-pay-period basis consistent with County payroll practices.

Currently, while employees are encouraged to pursue higher education, there is limited direct financial recognition tied to academic achievement. Implementing an education-based incentive pay structure will formalize this recognition and align compensation with increased knowledge, analytical capability, and professional development.

This program is intentionally limited to education-based incentives and does not include additional pay for certifications, licenses, or other non-academic credentials. This focused approach ensures clarity, consistency, and ease of administration while directly supporting long-term workforce development goals.

Expected Impact:

The proposed education-based incentive pay program is expected to:

•                     Encourage employees to pursue higher education that enhances operational effectiveness and decision-making

•                     Improve recruitment and retention by offering competitive, education-focused compensation incentives

•                     Strengthening organizational capability through increased knowledge, critical thinking, and leadership development

•                     Promote a culture of continuous academic growth aligned with County and departmental priorities
