Background and Discussion:

The County has already acquired various tracts of land and improvements for the purpose of the Riverside Health Center, including the old Riverside Hospital.  This additional acquisition will complete the land footprint required to develop the Riverside Health Center to provide public health and safety benefits.

The purchase of this land will initially be paid for out of General Fund reserve in Department 202. Pending review by the County Attorney’s Office, part to all of the purchase amount may be moved to commercial paper, the parking fund (Fund 5201), or another appropriate funding source. A separate RCA for a reimbursement resolution has submitted for Court approval and would allow the County to reimburse the purchase with debt, if it can be established that this land purchase qualifies under legal, accounting, and tax guidelines.

 

Expected Impact:

This land purchase will provide greater flexibility for the development of the Riverside Health Center and maximize the benefits that multiple County departments can provide to the community at the site.

 

Alternative Options:

Not purchasing the land would limit options for what can be included in the design of the project, which could impact the ability of the project to deliver public health and safety. It may have impacts on which County departments and partners can participate in the Riverside Health Center or the extent of their participation. There are no other readily available tracts of this size in direct proximity to existing County-owned property.
