Background and Discussion:

On February 8, 2022, Harris County Public Health (HCPH) received $2.89 million from the American Rescue Plan Act (ARPA) for blood lead testing of at-risk populations, including pregnant women and children under 6 years old. The intent of the HCPH Lead Testing Program is to provide lead poisoning prevention services to vulnerable communities in Harris County. This is achieved by collaborating with existing HCPH clinic facilities, schools, and community partners to offer mobile testing, thereby reducing the transportation burden on impacted communities by bringing services directly to community members.

Expected Impact:

The renewal of this contract with the vendor, Ryan Diagnostics, for the blood lead testing kits ensures the continuity of the lead poisoning prevention services of at-risk individuals and identifying those with elevated blood lead levels. The FDA-approved, CLIA-waived blood lead testing kits (Magellan Diagnostics LeadCare II) test provides a measurement of blood lead level in micrograms per deciliter of whole blood (μg/dL) in three minutes at the point-of-care. This makes it easier to perform blood lead testing at locations that are most convenient for the client, thereby reducing barriers to testing.
