Background and Discussion:

The purpose of this acquisition is to secure additional acreage required for a stormwater detention basin, which is needed for mitigating downstream water surface elevation impacts in the C144-00-00 channel. These impacts result from the Harris County Engineering Department's installation of a Reinforced Concrete Box (RCB) beneath Anderson Road.

Expected Impact:

In addition, mitigating downstream water surface elevation impacts in the C144-00-00 channel, the basin is expected to remove 57 structures, 20.08 acres, and 0.12 miles of road from the 100-yr floodplain.

Alternative Options:

The alternative is rejecting/denying this request for acquisition, which will potentially prevent the structure from being built and implementation of the project.

Briefing Information for Leadership

1.                     Project Scope: The project consists of installing an additional 4’ x 3’ reinforced concrete box culvert (RCB) at Anderson Road and HCFCD unit no. C144-00-00 to improve conveyance along the channel and providing detention storage (approx. 30.3 ac-ft) to mitigate the impacts of increased flows and water surface elevation increases.   The project entails the following phases: - Preliminary Engineering Report to locate and analyses detention storage, right-of way acquisition for detention storage, design and construction of the project (Approved by Harris County Commissioners Court on 4/04/2023). The RCB was installed in conjunction with the Harris County Engineering Department Anderson Road Project (Phase 1) through a joint funding structure agreement Approved by Harris County Commissioners Court on 6/29/2021. The ends of the culvert have been blocked until detention storage is in place. The Righty-of-way acquisition is in two phases. The acquisition of the first set of parcels is already under way. This request is for the second set.

2.                     Project Benefits: It is expected to result in the reduction of risk of inundation associated with the 100-year storm event for 57 structures, 0.12 miles of roadway, and 20.08 acres.
