Background and Discussion:

The City of Deer Park (CODP) and the Flood Control District entered into an interlocal agreement in 2022, and First Amendment to the Interlocal Agreement to improve the College Park Subdivision storm sewer system with the Flood Control District as the lead partner. The goal of this project is to address flooding problems identified in the neighborhood. The project scope includes storm sewer system improvements, right-of-way acquisition, and a new stormwater detention basin. The project is anticipated to provide 2-year conveyance capacity as well as alleviate structural flooding in the 100-year storm event. The proposed Stormwater Detention Basin is intended to offset potential adverse impacts by providing temporary storage of stormwater runoff during storm events.

Expected Impact:

The recommended alternative is expected to increase the system’s level of service of 100-year event and remove the risk of flooding during a 100-year storm for 9 structures, 0.32 miles of roadway, and 42 acres of flooded parcels.
