Background and Discussion:

There have been many natural disasters that affected Harris County and Precinct 4 in the past years. This project will develop a comprehensive Emergency Response Plan to cover all possible natural disasters (i.e. hurricanes, freezes, etc.). The proposed plan will develop standard operating procedures, organizational structure for disaster response team, and site plans at each Precinct 4 community centers for food and water distribution and debris disposal sites. The plan will be prepared in coordination with other related plans from Harris County Emergency Management, Texas Department of Emergency Management, and Federal Emergency Management Agency.

Expected Impact: The plan will help Precinct 4 to be better prepared for future natural disasters such as hurricanes, hard freezes, tornados, derechos, etc. This will make recovery efforts more efficient and will improve resiliency in Precinct 4.

Alternative Options: Without an Emergency Response Plan, Precinct 4 may not be fully prepared to recover from the effects of natural disasters, increasing overall costs and time involved in the efforts.
