Background and Discussion:

On April 4, 2023, Commissioner’s Court directed the Toll Road Authority, by request of Harris County Precinct 4, to do a study report to re-envision the Westpark corridor to improve mobility by optimizing transit and toll options with partners such as METRO, City of Houston, and Fort Bend County. It was noted that the study should include elements that reconnect communities and complement the communities with sustainable and resilient options.

On May 16, 2023, Commissioner’s Court approved the advertisement to obtain Statement of Qualifications (SOQ) for professional engineering services for the Westpark Tollway Capacity Optimization Study.

On September 19, 2023, Commissioner’s Court approved a Memorandum of Understanding (MOU) that defines the basic outline of the roles and responsibilities of each of the entities for the completion of the Westpark Tollway Capacity Optimization Study (Study). Upon execution of the MOU and completion of the Study, Harris County Toll Road Authority (HCTRA), Fort Bend County (FBC), Metropolitan Transit Authority (METRO), and the City of Houston (COH) intend to formulate and enter into definitive agreements for the development of a regional transportation project. These agreements will define the specific roles and responsibilities for the design, financing, procurement, construction, operation and maintenance of new transportation project(s) and infrastructure improvements identified in the Study.

The purpose of the Study is to evaluate a seamless integration of transportation modes into an overall

transportation system providing significant local and regional benefits to the Study partners. The Study will

focus on the Westpark Tollway from the Sam Houston Tollway to the current termination past FM 723 but may include portions of the corridor east of the Sam Houston Tollway and the planned extension of the Westpark Tollway to Fulshear, Texas.

On December 19, 2023, Commissioner’s Court approved the negotiation with LJA Engineering, Inc. to provide professional engineering services for the Westpark Tollway Optimization Study.

Expected Impact:

Funding for this request will come from the Toll Road Authority. Approval of this request will permit HCTRA to support the system planning, engineering, sustainability, and tolling for customers as well as communities within Harris County. Partnering with METRO, City of Houston, and Fort Bend County will allow for regional planning and connectivity.
