Background and Discussion:
Harris County contracts with Aetna Life Insurance Company to administer the County's group medical and prescription drug benefits, stop-loss coverage, Employee Assistance Program, and Flexible Spending Accounts.
As part of the 2027 renewal, the agreement must be updated to incorporate the 2027 SilverScript Renewal Package, which reflects the SilverScript plan design and formulary previously approved by Commissioners Court for Plan Year 2027. SilverScript provides Medicare Part D prescription drug coverage for Medicare-eligible retirees and dependents enrolled in the County's Aetna Base and Plus medical plans.
The agreement will also be updated to incorporate the PrudentMed Solution Addendum to implement the program previously approved by Commissioners Court for Plan Year 2027. PrudentMed provides support for eligible members utilizing certain high-cost medications by identifying and facilitating access to available manufacturer assistance programs.
Expected Impact:
Approval of this request will renew the County's agreement with Aetna for the 2027 plan year, ensuring continuity in the administration of medical, prescription drug, stop-loss, Employee Assistance Program, and Flexible Spending Account benefits for approximately 46,000 covered employees, retirees, and dependents.
The amendments will also incorporate the applicable SilverScript renewal documents and PrudentMed program provisions into the existing agreement, allowing the County to implement the benefit and program provisions previously approved by Commissioners Court for Plan Year 2027.
