Background and Discussion:
On May 22nd, 2025, Harris County Commissioners Court voted to increase Sheriff and Constable deputies’ salaries to achieve parity with the City of Houston. The City of Houston had recently announced that it would increase pay to their law enforcement starting in July 2025. The increases would be equal to 36.5% over the next five years. Commissioners Court requested that OMB negotiate with law enforcement officials and the unions to provide for an initial increase to Harris County officers to bring them to parity with City of Houston officers.
Given these raises to the salaries the contract patrol rate should also be adjusted to reflect these changes.
The following table compares the FY26 contract patrol rates adopted by the Court in November 2024, a FY26 rate option that phases-in the impact of the salary increases, and the rates if the costs are recalculated using the full pay-parity salaries.

The phase-in rate would generate about $10M more revenue assuming the existing number of patrol contracts and a 10-1-2025 effective date. The FY26 full parity rate would generate about $27.5M with those same assumptions.
The City plans additional increases in future years. Should the County match those increases and adjust the contract rates to achieve full pay parity, OMB recommends a cost phase-in as shown below:
