Background and Discussion:
Salt Water Ditch is a tributary to Sims Bayou that provides drainage to approximately 3.87 square miles of highly urbanized watershed which has led to increased flooding in the area. The Feasibility Study dated January 29, 2021, recommended (1) conversion of the existing Salt Water Ditch into an enclosed storm sewer system, from Calhoun Road to Sims Bayou (approximately 18,200 LF or 3.45 miles), and (2) design and construction of detention basins on sites owned by the City of Houston for flood mitigation. Project is located in south‐central Harris County within the corporate limits of the City of Houston south of I- 610 and east of SH-288. Design is bond funded and Construction is CDBG-MIT funded. The prioritization framework score for this project is 6.30 and occurs in the 2nd quartile under the 2022 Prioritization Framework approved by Commissioners Court.
Expected Impact:
The project will reduce flood risks and strengthen resiliency in the Sims Bayou Watershed by alleviating property and structural damages to adjacent communities. The project will provide flood risk reduction for approximately 1,221 residences in a 100-yr storm event. Project will also reduce the financial impact of recovery costs to Harris County and federal flood insurance program.
Alternative Options:
The alternative would be to select another firm for this assignment which would result in significant delays in completing this project.
