title
Request for approval of the All in 4 Katy East: A Precinct 4 Community Plan prepared by Halff Associates, Inc., for Harris County Precinct 4.
end
Background and Discussion:
The All in 4 Katy East: A Precinct 4 Community Plan is the first of the All in 4 community plans. The report was completed in March 2025. The study area includes the unincorporated areas east of Katy from Katy Hockley Road to Highway 6 and Clay Road to the county line. Plan development started in late 2023 with extensive community engagement through workshops, a community survey, and steering committee meetings.
Precinct 4 has initiated implementation of some of the key recommendations in the plan, including pursuing multi-modal and roadway safety grant funding from TxDOT (Transportation Alternatives Call for Projects) for sidewalk construction on Clay Road to connect several Katy ISD and Cypress Fairbanks ISD schools.
Expected Impact:
The Katy East community plan provides a strategic framework to guide infrastructure investment, economic development and improved housing, health, and safety in the unincorporated areas east of Katy and west of Houston. The plan is based on the community’s aspirations for its future and a comprehensive assessment of the area resulting in 45 projects, program, and policy recommendations. These recommendations assist Precinct 4 in pursuing grant funding for roadway safety projects and forging partnerships with area non-profits, school districts, and MUDs for leveraging resources for critical health and public safety programs. Additionally, Precinct 4 will continue to convene meetings with area stakeholders to exchange information and ideas on projects and programs as a part of the Plan.
Alternative Options:
If Plan is not adopted, Precinct 4 will be required to undertake infrastructure projects and economic development without a strategic framework or a better understanding the community’s priorities.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
County Strategic Plan Objective: F: Ensure safety and security for all using the county’s transportation network in alignment with the County’s Vision Zero plan.
Justice/Safety Initiative (Goal 1): A2: Apply “Crime Prevention Through Environmental Design” principles to improve built environments of neighborhoods and increase safety.
Infrastructure Initiative (Goal 2): G1: Expand pedestrian and cyclist infrastructure on County-managed roads,
Economy Initiative (Goal 3): K2: Partner with community organizations to create new and build upon existing apprenticeship opportunities,
Health Initiative (Goal 4): N2: Increase food/nutrition education and access to healthier food.
Climate/Resilience Initiative (Goal 5): S2: Prioritize the preservation of trees and expand the tree canopy program in underserved areas.
Housing Initiative (Goal 6): N/A
