Background and Discussion:

Project includes the construction of sidewalks, driveways, medians, landscaping, irrigation system and street lighting to improve pedestrian access and management of vehicular access.

This Change Order addresses time extensions only, with a total cost of $46,292.78. This cost will be covered entirely by reallocating funds from Bid Item 215, and no additional funds will be added to the contract.  New bid items will be established to account for the work, and calendar days will be added to the contract schedule as outlined below:

PCO# 20 - Signposts and Breakaway Base

The project plans originally specified the installation of roadway signs using square posts with non-breakaway bases for signs placed on natural ground and rigid surfaces. However, the owner has requested a change to use round, yellow-coated posts for all signs within the project limits.  Additionally, the owner has mandated that any newly installed or relocated signs must utilize breakaway bases.  Accommodating this change will affect all new signs within the project limits and result in an additional cost of $32,175.00 to the contract.  This modification is necessary to meet the owner's request and enhance safety and consistency across the project.

PCO#21 - CNP Light

The original plan included streetlights in the newly constructed ditch and median; however, CNP determined that they could not maintain the lights in the median ditch, necessitating their relocation to the Right-of-Way (ROW).  CNP's redesign of the street lighting plan, along with further evaluation required to assess the feasibility of installing the lights on CNP-owned power poles, pending adequate clearance, has caused delays.  Additionally, delays in CNP's response and approval process have contributed to the contractor's inability to complete several landscape items and the missing section of sidewalk.  As a result, these factors have impacted the project schedule, leading to a total delay of 177 days.

PCO#22 - Solar Flasher and Tree Damage.

Two pedestrian solar flasher assemblies were damaged and must be removed and replaced for the sake of pedestrian safety and to ensure the project meets its intended operational standards.  These flashers are critical for alerting drivers to pedestrian crossings and maintaining public safety.  This proposed change order is necessary to cover the cost of removing the damaged units and furnishing and installing two new assemblies, including all associated materials and labor, in accordance with project specification.  This resulted in an additional cost of $15,764.00 to the contract.

PCO#23 - Final Quantity adjustment - $-658,077.77

Expected Impact:

This action allows for the completion of the project as designed and per the contract documents, the Contractor to be compensated for the actual work performed and return the unused fund to Harris County.
