Background and Discussion:

Per the National Network to End Domestic Violence, Texas has the highest turn-away rate for calls requesting shelter and nonresidential safety in the nation (39%). Houston and Harris County have the highest family violence homicide rate and the highest shelter turn-away rate in the state. Harris County currently has twenty known stakeholders that provide some degree of service to domestic violence (DV) survivors.

Coordination between these stakeholders is needed to streamline services and strengthen the county’s response to DV. The ARPA Steering Committee approved RFP Guidelines recommendations to seek a contract for Domestic Violence System Support & Coordination, which has been awarded to Houston Area Women’s Center (HAWC). With the implementation of this program, DV service providers will build a framework for data collection, collaboration, community building, and self-sufficiency while acting as a cross-agency convener.

This contract amendment transfers administration responsibilities of the program from the Harris County Office of County Administration (OCA) to Harris County Public Health (HCPH) and includes an updated program budget.

Expected Impact:

Continuation of Domestic Violence System Support and Coordination through the end of FY 2025 and any subsequent terms approved by Commissioners Court.

Alternative Options:

Not approving this contract amendment would limit the number of agencies eligible for a program stipend and not allow an external project facilitator.

County Strategic Plan Goal:  1. Make Harris County safer and more just.
