Background and Discussion:

This is a renewal for Job No. 21/0026 - E-rate Service Provider(s) for Dedicated Internet Access Services and Leased Lit Fiber Services for the Harris County Public Library. HCPL utilizes these services to provide internet connectivity for staff and library patrons and to maintain connectivity between all library branches and the Library’s data center and network infrastructure.

Crown Castle Fiber LLC and Comcast Business Communications, LLC provide the dedicated internet access and fiber connectivity services necessary to support daily library operations, public computing services, wireless access, cloud applications, and communication between library facilities countywide. Vendor performance evaluations indicate that services have met operational requirements and renewal is recommended.

Expected Impact:

Renewal of this agreement will allow HCPL to continue providing reliable internet access and network connectivity for patrons, staff, and library operations throughout the county. These services support public access computers, Wi-Fi, digital library resources, circulation systems, online services, and communication between library branches and centralized systems infrastructure.
Continued connectivity is critical to maintaining uninterrupted public library services and supporting the Library’s technology and digital access initiatives.

Alternative Options:

If this renewal is not approved, HCPL would lose critical network connectivity services that support internet access and communication between library locations and core infrastructure systems. This would significantly disrupt library operations, public internet access, wireless services, cloud-based applications, and access to digital resources used daily by staff and patrons across the county.
