Background and Discussion:

This Agreement will fund the Helms Stormwater Detention Basin and Channel Conveyance Improvements in the Halls Bayou Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025.  This allocation from the Texas Legislature is being obtained through the Texas Water Development Board. The project in Senate Bill 1 is the Helms Stormwater Detention Basin in the Halls Bayou Watershed.

 

Expected Impact:

This agreement would fund design, utility relocations, and construction of the Helms Stormwater Detention Basin and Channel Conveyance Improvements. The proposed project consists of approximately 3,900 linear feet of channel conveyance improvements along tributary P118-26-00 and approximately 119 acre-feet of stormwater detention storage. The conveyance improvements include completely enclosing tributary P118-26-00 with reinforced concrete boxes. The proposed stormwater detention basin improvements include converting two existing wet-bottom stormwater detention basins into two dry-bottom stormwater detention basins. Following the completion of the channel and stormwater detention basin improvements, the area is expected to receive the following benefits in a 500-year event: inundation area reduction of approximately 207 acres, roadway inundation reduction of approximately 3.3 miles, and structure inundation reduction of approximately 462 structures.

 

Alternative Options:

The alternative to approving this item would be to not accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
