title

Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with First3Years to update the Scope of Work (Exhibit A) for programs or interventions to be funded by the Harris County Early Childhood Impact Fund to improve early childhood health and development outcomes, reduce disparities, and generate evidence to better meet the needs of young children and their families for Harris County for the period of February 22, 2022 - September 30, 2025, at no cost to the County (200315).

Background and Discussion:

In October 2020, Commissioner’s Court approved funding for the Early Childhood Impact Fund (ECIF), designed to invest in programs and interventions with significant potential to dramatically improve early childhood outcomes in Harris County.

First3Years was selected by the ECIF review committee to implement the Safe Babies program, which provides direct support to families of infants and toddlers involved with the foster care system. Safe Babies helps birth and foster parents implement effective, relationship-building parenting practices. In addition, Safe Babies supports reunification of birth parents and children.

To ensure vendor compliance and success, an amendment is sought to alter Key Performance Indicators, removing a non-essential, and unattainable, indicator tracking siblings impacted.

Expected Impact:

These changes will better ensure achievement of key performance indicators for the agreement with First 3 Years for the Safe Babies program.

Alternative Options:

Safe Babies will continue with the current KPI targets likely resulting in not reaching program goals.

Alignment with Goal(s):

_ Justice and Safety

X Economic Opportunity

_ Housing

_ Public Health

_ Transportation

_ Flooding

_ Environment

_ Governance and Customer Service
