Background and Discussion:
The August 7, 2025 Commissioners Court approved the adoption of a Harris County Toll Road Authority (HCTRA) Emergency Service Response Reimbursement Policy which included provisions for establishing memorandum of understandings (MOU) with participating Harris County Constable agencies and Harris County Sheriff’s office that provide law enforcement services on the HCTRA tollway system. Reimbursements for these services are included in the annual county budget process.
The proposed MOU is between HCTRA, each of the Harris County Constable precincts and the Harris County Sheriff’s Office and establishes a cooperative framework for providing law enforcement services on the Harris County Toll Road system. The Constable precincts shall retain primary supervision of the deputies performing services in regard to HCTRA roadways to the same extent as they do today, and the Sheriff’s office will assist with investigations as detailed in the MOU (a role that Houston Police Department filled prior to the MOU).
HCTRA agrees to fund the deputies’ salary, benefits and all related costs encompassing a patrol vehicle including its standardized equipment, fuel, and maintenance.
