Background and Discussion:

The Cimarron Secs 2, 3, 4, and 5 Subdivision Drainage Improvements Project is located west of Harris County in the Barker Reservoir. The Cimarron Subdivision consist of concrete curb and gutter with inlets and storm sewer drainage system which out falls into HCFCD T101-07-00. After further evaluation of the planning phase study report, the project proposed improvements and scope is to upsize the storm sewer system and adding additional inlets to provide better conveyance and drainage capacity. Construction of these improvements to be performed by R Construction Civil, LLC, ensures that that the project is built in accordance with Harris County and Harris County Flood Control regulations.

The Change in contract request new items for the following:

PCO-5: Indian Ridge 4-inch Waterline/valve replacement - Added New Item “FURNISH AND INSTALL

4-inch PVC (AWWA C900) CLASS 150 WATERLINE, OPEN CUT CONSTRUCTION, INCLUDING 4-inch GATEVALVE FITTINGS, THRUST BLOCKING, RESTRAINED JOINTS, AND APPURTENANCES, COMPLETE-IN-PLACE” - additional cost for the amount of $12,200.00. Change in contract is due to difference in field conditions. Plan Sheet 27 calls for the installation of a new Fire Hydrant and the relocation of a 2-inch waterline at the corner of Indian Ridge Ct and Indian Ridge Dr. During excavation contractor discovered the existing waterline to be 4-inch diameter and not the 2-inch diameter pipe as shown on the plans.  The new item is to replace the Existing proposed 2-inch water line installment Item with the proper existing 4-inch water line replacement Item.

PCO-6: 8-inch Waterline, Offset & Asbestos Removal - Added New Item “Removal existing 8-inch Asbestos Pipe” additional cost for the amount of $3,000.00. Change in contract is due to difference in field conditions. At Station 2+64 RT White Sands there was a conflict between the installation of proposed 8X3 reinforced concrete box and an existing 8-inch waterline. The 8-inch Waterline had to be relocated. During the excavation the Contractor discovered that the pipe was made out of asbestos and a request to add a removal Item was approved by the EOR and Harris County Recovery and Resiliency Division.

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Cimarron subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the project will not be able to provide drainage benefits to the neighborhoods.
