Background and Discussion:

The purpose of this transmittal is to submit the Certificate of Substantial Completion, confirming that the Contractor has fulfilled the scope of work and resolved all punch list items to the satisfaction of the Flood Control District.

Expected Impact:

Substantial Completion signifies that a flood control project is largely finished, allowing the Flood Control District to begin using the majority of the infrastructure to realize intended flood risk reduction benefits while the Contractor completes any applicable minor outstanding details.

Alternative Options:

There is no viable alternative to accepting substantial completion when a Contractor successfully completes the work scope of a contract.
