Background and Discussion:

This will allow leasing two modular buildings during the construction phase of the DC 2nd Floor Buildout Project and one modular building until an interim Brookhollow office replacement is available.

Request for approval of a TIPS (The Interlocal Purchasing System) lease on the basis of lowest complete quote meeting specifications from TSG Industries LLC in the amount of $1,753,306 for Modular Buildings to provide office space on temporary bases for the Flood Control District, Justification for 0% MWBE Participation Goal: Exempt - Interlocal/Cooperative Agreement. The award amount of $1,753,306 is the total of $1,007,735 in the first year and recurring yearly expenses of $372,785 for two years.

Temporary office space is needed due to the Distribution Center 2nd Floor Build Out Project and Michael Talbott Service Center Administration Building capacity limitations from planned growth and current Brookhollow Main Office Building capacity limitations.

Temporary office space for the Distribution Center 2nd Floor Build Out Project will be provided by two Modular Buildings leased during the construction phase of the Distribution Center 2nd Floor Build Out Project, assumed approximately 12 months. The first Modular Building will be in the Distribution Center parking lot and will be used by two Warehouse personnel distributing materials and supplies to field crews. Materials and supplies will be removed from the Distribution Center warehouse and temporarily stored in shipping containers. The second Modular Building will be in the Pavilion parking lot. GIS, Survey and Support Services personnel normally housed in the Distribution Center will be relocated to this Modular Building during the construction phase of the Distribution Center 2nd Floor Build Out Project.

Currently, the capacity of the Brookhollow office building is insufficient to satisfy the District’s need. Planned Infrastructure growth to meet the VATRE funded 67-year maintenance cycle requires hiring that will result in the capacity of the Michael Talbott Service Center Administration building also being insufficient to satisfy the District’s need. Consequently, a third Modular Building will be leased to provide office space for staff until the permanent Brookhollow replacement building is available. In the absence of a firm timeline for the interim Brookhollow replacement building, a lease duration of 36 months was assumed. The lease agreement monthly basis permits an early release or an extension.

Expected Impact:

This agreement enables Continued Level of Service from FMT, MCG, Survey and Support Services during the Distribution Center 2nd Floor Build Out Project construction phase and increased Level of Service to meet the VATRE funded 67-year maintenance cycle.

Alternative Options:

The alternative to approving this item would be converting the Pavilion to office space, which would result in the loss of a venue capable of supporting public facing meetings, Infrastructure safety meetings, and large scale training classes.
