Background and Discussion:

This project is located in the Greens Bayou watershed near Highway 90 and Beltway 8. The Beaumont Place subdivision consists of mainly roadside ditches and has been subjected to several flooding events with the most recent being Hurricane Harvey (August 2017) and the Tax Day Flood (April 2016). Drainage analysis of the subdivision began in late 2019 as a part of the 2018 Bond program for subdivision drainage improvements. The scope and proposed improvements include roadside ditch regrading, driveway culvert upgrades, expansion of channel along Big Gulch, concrete lined Sulphur Gully channel with reinforced concrete box (RCB) crossing improvements. Improvements also include multiple detention ponds along Big Gulch with an extreme event overflow swale towards the upstream portion of the channel.

The Change in Contract includes the following:

•                     Quantity Adjustment: The items are adjusted to reconcile overrun and underrun quantities on the project for completion of the proposed scope of work.

•                     The increase of quantities on overrun Line Items# 17, 18, 37, and 40 for an addition in the amount of $316,678.00.

•                     The decrease of quantities on underrun Line Items# 7, 13, 19, 21, 23, 31, 33, 35, 46, 48, 49, 50, 63, 64, 67, 68, 72, 73, 77, 80, and 81 for a deduction in the amount of $316,678.00.

•                     The above additions and deductions resulted in a net change in the amount of $0.00 and 0 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Beaumont Place Subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
