Background and Discussion:

The project is located in northwest Harris County in the White Oak Bayou watershed. Barwood consists of a curb and gutter with storm sewer drainage system that drains into HCFCD channels E132-00-00 and E133-00-00. The proposed improvements increase the size and capacity of the storm sewer system within the neighborhood with mitigation provided by the E132-00-00 Mitigation Project along the E132-00-00 channel and internal mitigation for improvements draining to E133-00-00. The scope and proposed improvements include storm sewer improvements, road reconstruction, replacement of driveways and driveway culverts. Improvements will comply with Harris County standards.

The change in contract includes the following:

Add new line items to the project for completion of the proposed scope of work.

New Line Items:

•         Add a new line item number 112 for “Project Escalation”, in the amount of $1,286,000.00 and 19 calendar days.

The above additions result in an addition in the amount of $1,286,000.00 and 19 calendar days.

The County issued the Project’s Notice to Proceed on 12/01/2025. Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 360 days of the Notice to Proceed, or by 11/26/2026. With this and all other prior approved change orders, the work is to be completed within 379 days of the Notice to Proceed, or by 12/15/2026.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Barwood subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
